TIR (Transport International Routier) is the UN-administered customs transit system for international road transport. Vehicles holding a TIR carnet enjoy "one clearance, full corridor access" across contracting parties: once sealed in the country of departure, cargo is generally exempt from repeated opening and inspection at border crossings along the route.
